is helping the Royal Borough of Kensington & Chelsea in London to
develop its drug policy guidelines.
This
involves re-writing the existing guidelines to bring them up to date and
to give more attention to the needs of staff in informal education settings
such as youth clubs and play centres.
The results
should be a user friendly document that makes it easy for schools and
other establishments to develop robust policies. They will be helped in
doing this by a dedicated website area which enables them to construct
their own policy.

The Lambeth,
Southwark and Lewisham Health Authority asked us to do a mapping exercise
of substance misuse services for young people in the three boroughs. We
also conducted a literature review and telephone survey of early intervention
service provision for the LSLHA Health Action Zone.
The Health
Promotion Agency for Northern Ireland (HPANI) commissioned us to evaluate
a series of public information campaigns on drugs and alcohol, and is
using our recommendations to inform further campaigns. In 2000, HPANI
published a summary of our main report: Evaluating public information
campaigns on drugs: a summary report.

In 2001,
we evaluated HYPE, a peer-led drug education project, for West
Berkshire Education Services. We found the Project to be successful
but were able to make many recommendations to the stakeholders. Feedback
indicated that our recommendations are being implemented.

- We
worked with staff in the Royal Borough of Kensington and Chelsea
in developing a comprehensive drugs policy for both schools and
other educational establishments.* This policy document was accompanied
by a 'policy wizard', a tool we designed for helping schools to
apply the information and advice contained in the borough drugs
policy to their own situations. Using the policy wizard, schools
and other institutions were able to assemble appropriate parts
of the policy in a format that could be readily slotted into their
own policies. This policy wizard was made available on our website,
and a version was distributed with the policy itself on a diskette.
- We
assisted DrugScope in its work on school governor training by
writing the training material for their seminars, which focused
in particular on policy development.**
- We
are currently working with the Education Department in the London
Borough of Tower Hamlets, revising and developing their drugs
policy in conjunction with relevant staff.
- Our
young people's needs assessment for Camden and Islington DAT included
a number of recommendations that had direct relevance to policy
issues. In particular, we recommended that generic youth projects
needed clear drug policies, and that guidelines on referral were
required. One focus of that report was on looked-after children,
and we recommended that children's homes needed policies on tobacco
and alcohol use by residents and staff.
- Our
work on early intervention services for Lambeth, Southwark and
Lewisham Health Action Zone identified the need for clear definitions
of, inter alia, 'at risk' and 'early intervention'.
- Our
evaluation of the HYPE Project in West Berkshire led to a number
of recommendations with policy implications for the Education
Service, secondary schools, and the Project.
- In
Westminster, we assisted primary schools with their needs assessments
and drugs policies.
